Budget
No impact on our fund. Our budget is non-liquid (gems).
$884 per shipment. If we distribute 50 shipments (1,000 shovels total), it would cost us $44,200 in potential revenue from the mining NPC.

Purpose
Low-cost subsidy to gem market to maintain a low obsidian price level. This is aimed towards newcomers to the server who are unfamiliar with mining. By subsidizing the gem market, this increases supply, which leads to an increase in obsidian available to the market. By law of demand, this will pull prices down.

This is a supplementary bill to the OPSA. While OPSA will kick-start our goal towards obsidian price stability at an affordable price, SOPA aims towards maintenance of such price level.

Process
Duration: estimated 1 week. Repeat if successful.

This is effective once OPSA begins phase two.

Players who are below a certain endurance level may receive a "sample shovel shipment" to mine with. It could be level 5, or it could be something else; discuss. These shovels are advertised as something you can be productive with while idling. The purpose of these sample shipments is to get them interested into mining. Afterwards, they can easily get their additional shovel shipments. So be sure to let them know how to get their own as well.

Our shipments are also available to anyone, regardless of endurance level, during mining events.

Can't believe i'm saying this but YES TO SOPA, it will help newer players while also lowering the price of gems on the market and increasing supply. I think that the endurance needed for a shipment should be below 5 because most players who are above 5 endurance have their own means to get shipments or possibly have a permanent shovel, But regarding the section that say "Our shipments are also available to anyone, regardless of endurance level, during mining events." I think that if it is a mining event we give a shovel to the people not a whole shipment (unless I am misunderstanding this and that is what it already means).

Yes, it will help introduce people to the new concept that only this server offers.

I like this idea much more.

With OPS my inner-socialism alarm is screaming. But with this I feel it's influencing things much more from an outside vantage point, and simply encourages the market to go by itself. With OPS I feel like it's a feeble attempt to artificially boost the market.

I think we need to advertise how mining is not only beneficial for the pocket, but buying weapons by the shipment is exponentially more cost efficient than buying or combining for a perma.
