What the IMAA Act aims to do is to stimulate the market by giving consumers more money to spend.
Budget: $18,000,000
Stimulus packages will be given to certain players who fall into certain categories. The amount of money they receive will depend on certain factors:
(SP = Stimulus Package)
SP #1 ($2,000,000 [4 players]) {$8,000,000 total}
~ 5-10 Endurance (VIP)
~ 5-20 Endurance (Non-VIP)
~ $500,000 or less in their wallet
~ 3 bans or less
SP #2 ($1,000,000 [6 players]) {$6,000,000 total}
~ 5-25 Endurance (VIP)
~ 2-25 Endurance (Non-VIP)
~ $1,000,000 or less in their wallet
~ 4 bans or less
SP #3 ($500,000 [8 players]) {$4,000,000 total}
~ 1-5 Endurance (VIP)
~ 1-5 Endurance (Non-VIP)
~ $1,000,000 or less in their wallet
~ 3 bans or less
Different stimulus packages will not be given to the same player twice.
Total players helped: 18
The players helped will be logged so mistakes cannot happen.
For players to receive a stimulus package, they will need to respond to an in-game advert and meet criteria from one of the three groups.

Yes, it will create a "trickle down" effect and will spread money throughout the server even to players who did not receive the package.

No. There's flaws with this as you can't force players to push money back into the market. You also can't predict that they'll play long enough to spend the money given to them, thus wasting it. And any player over 3 endurance may have just blown a bunch of money on a shiny new permanent item, and all you're doing is giving them free money for spending money that will never see the market again.
Lower the amount per person and tighten your criteria (e.g. 1 or less bans, under 5 endurance, non-VIP, etc).

I like the idea, but Counts has a point.
You can't really expect these people to spend the money, and there's no way of making them. Even if they did spend the money, it will just end up back in someones pocket for them to hold it. Noobonic Plague is pretty much centered around money, and there's tons of people that will hold the money to show off to friends, and other players.
The chances it will stimulate trade are small, and even if it did, it wouldn't last very long.
I'd like to try it though, so yes.
